Control System for Industrial Customs Warehouse in Airports, Ports and Dry Ports

 

The Industrial Customs Warehouse special regime (stated in NI  241/02) allows for industrialization operations in the Customs Facilities, such as Port, Airport and Dry Port facilities, that have been assigned with tributary suspension/exemption privileges (II, IPI, PIS, and COFINS).

 

NI 463/04 allows for industrializing, including under demand, parts and components for the building or conversion of oil platforms, navy structures or modules.

 

For industrialization operations in Customs areas, the company needs to be previously qualified as a "Customs Warehouse" and "Customs Facilities".

 

EV Sys system, developed by Softway, was based on ADE Coana/Cotec 02/2003 that regulates the automated system required, as well as the changes implemented by ADE Coana/Cotec 01/2005, and allows for the complete control of the Industrial Customs Warehouse.

 

The same solution is also prepared to operate DAC (Depósito Alfandegado Certificado) Regime (specified in NI 266/02, 322/03, 362/03, and ADE Coana 02/2003). This regime considers the goods as exported when admitted into the regime, even when in the national territory, which brings several physical and logistics benefits. 

 

Softway solutions also serve companies operating in REPETRO regime.


EV Módulos

THE SOLUTION INCLUDES THE FOLLOWING MODULES:

 

Facilities Management: Module of operational facilities control, including Entrance, Arrival/Dispatch, Storage, and Customs Control.


Official Reports - ADE Coana/Cotec 02/2003: Module that can conciliate, process, and deploy the specific reports specified in the Declaratory Act Attach, and its modifications;


Manufacturing in Customs Facilities (NI 241/02): Meets the controls required by the Normative Instruction from Customs Facilities;


DAC NI 266/02 Controls: Meets the controls required by the Normative Instruction from Customs Facilities;


Manufacturing Beneficiary Module - MB: Meets the controls required by ADE Coana/Cotec 02/2003 related to the industrial beneficiary installed in the Industrial Customs facility.

 

The Solution is totally compliant to the regulations for the industry, including: Executive Declaratory Act Coana/Cotec No. 2 de 26/09/2003; Normative Instruction No. 241 dated 11/06/2002; Normative Instruction No. 266 dated 12/23/2002; Executive Declaratory Act Coana No. 2 dated 01/13/2003. Each module can be separately marketed, and all of them meet Clause 4 of ADE Coana/Cotec 02/2003 that defines that all the fixes and changes made by the control system must be considered as a new register of the original.

 

 

 

OFFICIAL REPORTS - ADE COANA/COTEC 02/2003

 

ADE  Coana/Cotec 02/2003 defines a new systematic for auditing and the provision of data to SRF. This ADE determines that the Customs Facilities, as well as REDEX facilities should meet a number of controls and provide 59 official reports related to their operations, by using an automated system available in the Web. For REDEX, the local inspection is responsible for this requirement.
Aiming at meeting this need, Softway has developed EV Sys – Official Reports module.  This module includes all the related regulation requirements, and offers a number of functionalities for integration with other systems. Totally designed to the Web, this package is easily implemented, and ensures safety, reliability, and transparency for the company.

 

The system data can be hosted at Softway via Internet to SRF: One of the requirements for both ADEs is the data availability to SRF via Internet, generating specified reports in the only attach, also allowing for the extraction in electronic spreadsheets. By meeting this requirement, the solution has been totally designed in a WEB platform.

The system can also be hosted at Softway facilities, by minimizing the investments on hardware/software, without exposing the network to external accesses. Softway Data Center (DCS) has a complete infrastructure to make its application available 24 hours a day x seven days of the week. Site and redundant equipment, database administrators, security and exclusive networks are some of the facts that provide our customers with a high level of quality and safety. Software Leasing: Softway offers another favorable option for using the systems: “leasing”. By paying a monthly fee, our customer can use the systems without the need of an initial investment to buy them.
 
About the Industrial Warehouse Customs Regime: Softway has great experience in such control, as it is similar to regimes such as RECOF, which Softway has already deployed in several companies homologated in Brazil, and is still implanting it in Industrial Airports towards Infraero, in some dry ports, and oil platform building companies. The possibility of setting industrial establishments (beneficiaries) in the Customs facilities has created several competitive advantages for the involved parts. The Customs facilities can render different services to the customers, such as, labor outsourcing for manufacturing operations, adding value to its business. The beneficiary companies can obtain a high logistic gain for their operations, since there is no need to transport the imported components for manufacturing, and then, to transport the finished products aimed at exportation, in addition to the suspended taxes. Softway solution for manufacturing conducts all of the controls required to this operation, both for the Customs Facilities, and for the beneficiary company installed in the facilities.
